Legal Framework:

The Minister of Interior issues Immigration Permits to applicants from third countries, in accordance with Regulation 6(2) of the Aliens and Immigration Regulations and the directives of the Council of Ministers.

Criteria for Applicants:

Investment:

  • Applicants must provide a confirmation letter from a Cypriot financial institution, verifying a minimum capital deposit of €30,000.
  • This confirmation must be secured for at least three years.
  • Proof of transferring the amount from abroad to Cyprus is mandatory.

Acquisition of Real Estate:

  • Applicants must furnish either title deeds or a sale contract in their or their spouse’s name.
  • The sale contract for real estate must be registered at the Department of Lands and Surveys, with a minimum market value of €300,000 (excluding V.A.T.).
  • Official payment receipts for a minimum price of €200,000 (excluding V.A.T.) must be presented.
  • Full payment for the real estate must be completed through an account with a Cypriot financial institution.

Acquisition by a Company:

  • Real estate purchases made by a legal entity are acceptable if the applicant and/or their spouse are shareholders or ultimate beneficial owners.
  • The legal entity must be established either in Cyprus, another EU member state, or the European Economic Area.

Types of Real Estate:

  • Applicants can acquire up to two housing units, which may be independent but must be obtained from the same development company.
  • Alternatively, they can purchase one housing unit and one shop of up to 100 sq.m or one housing unit and an office of up to 250 sq.m.
  • For couples, these restrictions apply jointly.
  • Purchases must pertain to properties sold for the first time by a development company.
  • Applications related to re-selling of dwellings after 2013 will not be accepted, except for those filed before May 7, 2013.
  • Alienation of purchased property without immediate replacement will result in permit cancellation.

Dependent Children:

  • Dependent children under specific criteria are eligible for coverage under the Immigration Permit.
  • Separate permits can be granted for two spouses, without mandating the other spouse to purchase property.
  • In the event of the permit holder’s demise, the spouse can obtain the permit without fulfilling criteria.
  • Unmarried children between 18 and 25 years old, financially dependent on the applicant and attending a third-level educational institute abroad, may apply for a separate permit.

Parents and Parents-in-law:

  • Parents and parents-in-law can obtain permits by submitting an application and remitting the relevant fee.
  • The permit holder must demonstrate additional annual income of €8,000 for every parent.

Investment of a Higher Value for Inclusion of Non-Dependent Children:

  • Children over 18 years old who are not financially dependent can secure permits if the market value of real estate attributed to each child is at least €300,000.
  • For children over 30, the value of real estate must be €600,000, and for two independent children, it must be €900,000.
  • Receipts of payment for 66% of the market value of real estate must be submitted with the application.

Qualitative Criteria:

  • Applicants and their spouses must provide clean criminal records.
  • They must confirm no intent to pursue employment in Cyprus.
  • They can hold shares in a Cypriot-registered company, with income from dividends posing no hindrance.
  • The permit holder must relocate to Cyprus within one year and not be absent for more than two years.

Issuance Timeframe:

  • Applications are reviewed by the Minister of Interior, with the process not exceeding two months unless public security concerns arise.
